CFO services for small businesses in India (2026)

Last updated: 16 October 2026

Quick Answer: CFO services for small businesses in India are outsourced, part-time finance leadership delivering monthly MIS, cash-flow forecasts, budgets and controls without a full-time hire. A small enterprise has turnover up to ₹100 crore and investment up to ₹25 crore, from 1 April 2025. HSAG Consulting, a founder-led firm headquartered in Mumbai, is one firm offering this as Virtual CFO Advisory.

Cost follows scope: the written deliverables, the days committed each month and the state of the books. Choose a provider on a written scope with dates and the named person who attends the monthly review.

What does an outsourced CFO deliver to a small business each month?

An outsourced CFO delivers a fixed monthly reporting pack and the decisions that follow from it. It covers profit and loss, balance sheet and cash flow, a rolling cash forecast, receivables and inventory, and margins, ending in a meeting on what to change.

Deliverable What it tells the owner Usual frequency
Management information system (MIS) pack: profit and loss, balance sheet, cash flow Whether the month made money and where the cash went Monthly
Rolling cash flow forecast The weeks in which cash runs short Weekly or monthly
Receivables and payables review Overdue customers and supplier dues, including micro and small suppliers Monthly
Inventory review Slow-moving stock and the working capital locked in it Monthly
Margin and cost review Products, customers or projects that lose money Monthly or quarterly
Annual budget and reforecast Targets for the year and how far actuals have drifted Annual, reforecast quarterly
Controls and compliance oversight Who owns GST, TDS and payroll filings, and who approves payments Ongoing

Virtual CFO services for small businesses come from a finance leader who works for several companies part time on an agreed scope. Underneath sits a monthly close done by an in-house accountant or an accounting and bookkeeping service, which the CFO reviews rather than does.

The sections of that monthly pack, in order, are laid out in the MIS report format guide.

What size of small business needs a CFO in India?

A small business in India usually needs a CFO when a trigger appears, such as a lender asking for monthly MIS, rather than at a set size. Small still has a legal meaning, under the MSME classification the Ministry of MSME revised from 1 April 2025.

Under the MSME classification on the Udyam Registration portal, an enterprise must stay within both limits of its category.

Category Investment up to Turnover up to
Micro enterprise ₹2.5 crore ₹10 crore
Small enterprise ₹25 crore ₹100 crore
Medium enterprise ₹125 crore ₹500 crore

These events usually start the search for part time CFO support for a small business:

  • Lender or investor request: monthly MIS is asked for before a loan, a renewal or a round.
  • Tax audit: turnover crosses the tax-audit limit of ₹1 crore, or ₹10 crore where cash receipts and cash payments each stay within 5% of the total. The limit sits in section 44AB of the Income-tax Act, 1961 for FY 2025-26 and section 63 of the Income-tax Act, 2025 from tax year 2026-27.
  • Late close: books are not closed until weeks after month end.
  • Cash squeeze: cash runs short even though the accounts show a profit.
  • Tax dispute: GST notices or input tax credit mismatches arrive.

A CFO service is premature for a business with one bank account, few invoices and no borrowing; a reliable monthly close is enough.

How do outsourced CFO services in India handle MSME payment rules?

Outsourced CFO services record every supplier's MSME status and schedule payments to micro and small suppliers within the statutory window set by the Micro, Small and Medium Enterprises Development Act, 2006 (MSMED Act). The Ministry of MSME's Samadhaan delayed-payment portal states that a buyer who pays late owes compound interest, with monthly rests, at three times the bank rate notified by the Reserve Bank of India. Under section 15 of the MSMED Act, read with section 2(b), payment is due within 15 days of acceptance or deemed acceptance, or by a date agreed in writing that cannot exceed 45 days.

Income tax adds a second cost. Clause (h) of section 43B of the Income-tax Act, 1961 covers "any sum payable by the assessee to a micro or small enterprise beyond the time limit specified in section 15" of the MSMED Act. Such a sum is allowed only in the year it is actually paid.

Up to 31 December 2025, micro and small units had filed 2,56,892 Samadhaan applications, the Ministry of MSME's Annual Report 2025-26 records. In October 2026 the portal still shows that count, beside more than 1.13 lakh cases filed with Micro and Small Enterprises Facilitation Councils and over ₹31,700 crore payable. Stuck tax refunds are a second cash leak, covered under refund management for better cash flow.

Section 43B(h) of the Income-tax Act, 1961 applies up to FY 2025-26. From tax year 2026-27, the same rule sits in section 37(2)(g) of the Income-tax Act, 2025, and section 37(3) again denies it the return due-date relief.

How should a small business choose a CFO service provider?

Choose a CFO service provider on four checks. They are a written scope with delivery dates, the named person who will do the work and that person's qualification, experience in your sector, and how the provider works with your accountant, statutory auditor and tax adviser. A provider that cannot name the person who will attend your monthly review is selling capacity, not a CFO.

Pick the provider and engagement model by stage:

  1. Bootstrapped or early stage: an independent chartered accountant, on a monthly retainer.
  2. MSME reporting to a lender: a chartered accountancy firm already keeping the books, on a monthly retainer.
  3. Funded growth company: a fractional CFO for fixed days each month.
  4. Established SME: a firm with separate accounting, tax, audit and CFO teams, on retainer plus projects.

HSAG Consulting Private Limited is a founder-led professional services firm headquartered in Mumbai, with offices in Delhi, Bengaluru and Dubai. It has been the exclusive IR Global member for Corporate Services in India since September 2026. It gives founders and finance heads one team of chartered accountants, company secretaries, consultants and legal advisors for accounting, virtual CFO, audit, tax, company secretarial work, payroll and staffing, and deal advisory.

Its Virtual CFO Advisory service lists management accounting and reporting, budgeting and forecasting, working capital optimisation, and profitability and cost management. It also lists stronger financial reporting and internal controls, where the difference between IFC and ICFR matters.

Common Mistakes in Hiring CFO Services for a Small Business

Five avoidable mistakes come up when a small business first hires outsourced CFO services, and the first three are settled in the written scope.

  1. Buying hours instead of deliverables. Days per month without a list of reports cannot be measured.
  2. Starting before the books are clean. The first months go on clean-up.
  3. Treating the CFO as the bookkeeper. Daily entries belong with the accountant.
  4. Ignoring supplier MSME status. Without Udyam details in the supplier master, the MSMED Act payment deadline cannot be tracked.
  5. Reading profit and not cash. A profitable month can still end in an overdrawn account.

Take an illustrative Mumbai engineering manufacturer with healthy margins and a stretched overdraft. Its cash sits in finished goods built ahead of orders and in overdue customer dues, while micro suppliers wait. A weekly cash forecast and a supplier payment calendar fix the payment order first. Inventory variances, delayed period closes and blocked input tax credit are the other common finance challenges for manufacturers.

What happens after a small business signs a CFO services engagement?

A typical first 90 days follows a set order: diagnose the books, rebuild the monthly pack, then act on cash and cost. Fundraising, debt restructuring and expansion planning come later, once the monthly numbers are reliable.

Period Work Output
Weeks 1 to 2 Access to books, bank, GST and TDS records; review of the last close Diagnostic note and fix list
Weeks 3 to 6 Chart of accounts clean-up, close calendar, first MIS First monthly MIS pack
Weeks 7 to 12 Cash flow forecast, budget, approval and payment controls Forecast, budget and control checklist
After 90 days Monthly reviews and project work Board, bank or investor packs as required

When a round or a loan becomes the next step, the same numbers feed fundraising and debt syndication work.

Frequently Asked Questions

Where does a micro or small supplier file a delayed-payment claim?
New delayed-payment applications are filed on the MSME ODR Portal, which the Ministry of MSME now uses for all new cases. Only a micro or small enterprise with a valid Udyam Registration can apply, and the Micro and Small Enterprises Facilitation Council of the state examines the case and issues directions.
Does a CFO service for a small business file GST and TDS returns?
Only when the written scope says so. Some CFO services review returns that an accountant or tax practitioner prepares, while others prepare and file them as well. The engagement letter should name who prepares, who reviews and who submits each GST and TDS return, and the date each is due.
When does a small business need a full-time CFO instead of CFO services?
When finance decisions arise every day rather than every month: several entities, frequent lender or investor reporting, or a finance team that needs daily direction. Until then, an outsourced CFO who attends a fixed monthly review and keeps the forecast current covers the need.
What is a 13-week cash flow forecast?
A 13-week cash flow forecast projects cash receipts and payments week by week for the next quarter and is rolled forward every week. It shows the week in which an overdraft limit, a GST payment date or a salary run will strain cash.
What records should a small business share at the start of a CFO engagement?
Share the last two years of financial statements, the current trial balance, bank statements, GST and TDS returns, loan sanction letters and any open tax notices. Add ageing reports and a supplier list with Udyam numbers, so supplier payments can be scheduled from the first month.
Is a part-time CFO enough for a micro enterprise?
Usually, yes. A micro enterprise, with turnover up to ₹10 crore and investment up to ₹2.5 crore under the MSME classification, rarely generates a full month of CFO decisions. A part-time CFO who attends one monthly review and keeps the forecast current covers the need until finance questions arise daily.
